DRIVER command from NextOS >=195

For those who prefer updates through the forum:

The new installable driver feature on NextOS >=195 allows upto 512bytes of Interrupt driven code to be inserted in the standard BASIC interrupt. So as part of the release I have written a mouse driver.

The system is pretty general purpose and will in future support stream based drivers that can use other memory pages...
