Will we be able to play +3 Discs and how?
Not sure if this has been answered anywhere but was wondering if there is a way to play physical +3 discs on the shiny NEXT

If you mean using an external drive which would have plugged into Disk B connector at the back of the +3 then no as that connector is not on the Next

Besides the connector problem, the disk drive code was removed from nextzxos to make way for the sd card code and other extensions. Instead +3 disk images are supported but only standard ones that call into the +3 api to access disk because if programs do that, nextzxos is able to intercept the +3 api call and service from the image instead.
A plain +3 personality could be made that still had all the code intact but then you're still left with the problem of attaching a physical +3 disk drive.

I am sure you could use the PI GPIO lines and some level shifters to interface a real +3 drive. The Pi is probably fast enough to do the raw signal processing by bitbanging providing its running bare metal.....
